GMNP UPDATE - FEBRUARY 2026

 

Dear GMNP Members,

 

We are just a couple of weeks away from the start of the 2026 legislative session. We’re heading into the second year of the biennium, so this is not traditionally a budget year, but often, the legislature passes a bonding bill and works on policy in the second year of the biennium.   

 

We got the first indication of the state’s fiscal health in early December, and that forecast projects a surplus of $2.465 billion in FY2026 and a projected shortfall of -$2.960 billion in FY28-29 due to a structural imbalance and a predicted economic slowdown in FY28-29. We’ll get another look at the state’s fiscal health at the beginning of March (the February Forecast), but unless the forecast vastly improves, expect little new spending from the legislature and likely some reductions in current spending appropriations to try to balance the state’s future budgets.   

 

As we head into the 2026 legislative session, the House will remain tied between Democrats and Republicans, and Representative Zach Stephenson from Coon Rapids will step in to lead the House DFL; the Senate DFL will continue to have a one-vote majority. With the tight majority in the Senate and a tie in the House, any bonding bill that passes the legislature will need Republican votes to reach the 60% vote threshold of such bills.   

 

Looking ahead, GMNP will be advocating for housing, child care, and infrastructure funding in a bonding package. We’ll also be looking for opportunities to get additional resources to Greater Minnesota communities in a supplemental budget and a tax bill. Toward this end, we’ll be convening GMNP Legislative Debrief Sessions monthly to talk with GMNP members about what is happening at the legislature and opportunities to get involved. UPDATES

Small Businesses: Shop Local, Stand Together campaign launched  

The Governor and the team at DEED launched a new campaign to encourage Minnesotans to support small, locally owned businesses in response to impacts some of those businesses are seeing due to the ongoing federal presence in Minnesota. The Governor also proclaimed February as Shop Local Month in Minnesota.

 

Congratulations – Contamination Cleanup Investigation Funding Awardees!  

At the end of January, DEED announced the latest round of Contamination Cleanup and Investigation Funding awards. The agency awarded more than $6 million to 13 communities, including a number in Greater Minnesota that will begin the work of redeveloping those sites to grow jobs and the tax base as well as clean up soil and groundwater. 

 

Climate Innovation Finance Authority 

Read about how the Climate Innovation Finance Authority recently provided a loan for $3.62 million to finance a high-efficiency energy system for the renovation of the Sandstone School into workforce housing. Here is the link to learn more about the MnCIFA and if this funding might be a good fit for your project.

From Curling to Child Care: Mapleton’s Community Solution to an Infrastructure Gap

Join GMNP-member Business of Child Care in a focused conversation on child care as economic development infrastructure with Jeff Andrews, President of Business of Child Care, and will feature Jack Wheeler, Community and Business Development Specialist with Community and Economic Development Associates. Jack will share the Mapleton, Minnesota experience and how a small rural community reframed child care as infrastructure to unlock workforce participation and long-term economic opportunity. Register for this event here.

GMNP members are invited to join us for our new series of legislative debrief sessions! Each debrief session will feature a Capitol activity update, a review of GMNP’s policy priorities, and an open dialogue with GMNP Executive Director Darielle Dannen to hear your insights, feedback, and opportunities for increased involvement during the 2026 legislative session.

These sessions are meant to be informal discussion-based conversations among GMNP members. Click here to view GMNP's 2026 legislative agenda.

Sessions will take place on the last Friday of each month during the legislative session (with the exception of May). All meetings will be held virtually via Zoom from 12:00pm-1:00pm.

Energy Efficiency Assistance

  • Climate Innovation Finance Authority – Here is the link to learn more about the MnCIFA and if this funding might be a good fit for your project.      

Housing  

  • State Housing Tax Credit Contribution (SHTC) Fund – Set to begin accepting applications on Monday, February 16th, 2026. The SHTC Program and Contribution Fund allows taxpayers to invest in housing across the state by contributing from $1,000 up to $2 million each tax year to the program fund and, in return, receive a state tax credit certificate that equals 85% of their contributions, which may be used to reduce their Minnesota state tax obligation.

  • Redevelopment Grant and Demolition Loan ProgramsThe Brownfields and Redevelopment Unit is accepting grant applications through the Redevelopment Grant and Demolition Loan Programs.     

  • Small Cities Development Program – The Small Cities Development Program (SCDP) Unit is accepting Preliminary Proposals, the first stage in the grant application process, for eligible activities addressing community needs for owner-occupied housing rehabilitation, rental rehabilitation and/or commercial building rehabilitation or public facility improvements through SCDP under M.S. § 116J.401. 

Child CareComing soon: $1.9 million RFP for early childhood facilities 

The Child Care Services Division at DCYF will soon release a $1.9 million Request for Proposal (RFP) for pre-design, design, construction, and renovation of early learning program facilities across the state. Facilities must be owned by a state agency or political subdivision that will also serve as the lead applicant.  

 

The facility may lease space to organizations that operate early learning programs, such as licensed child care centers, family child care, Head Start, School Readiness, Early Childhood Family Education, or other early childhood intervention programs.  

Projects require non-state matching funds, making early conversations with local partners especially important.    

 

Now is a great time to:  

  • Connect with your city, county, school district, or other local leaders to raise awareness about this upcoming opportunity  

  • Outline how this opportunity will support your program and meet your community’s child care needs  

  • Be ready to partner closely once the RFP is released

Childcare Economic Development Grant

The Minnesota Department of Employment and Economic Development (DEED), through its Office of Childcare and Community Services, is seeking proposals from qualified responders to receive grants to be used to implement solutions to reduce the childcare shortage in the state. This includes but is not limited to funding for childcare business start-ups or expansion, retention and long-term sustainability of current child care programs, training, facility modifications, direct subsidies or incentives to retain employees, or improvements required for licensing, and assistance with licensing and other regulatory requirements.

 Applications are due no later than March 17, 2026 by 4:00 p.m. All prospective applicants are encouraged to attend an information session.
