GMNP Update - June 10, 2025

Dear GMNP Members,
I'm pleased to be sending you this update today after the legislature wrapped up a marathon one-day special session at 2am this morning. While the Housing budget bill was passed during the regular session, the Jobs, Taxes, and bonding bills didn't pass until yesterday. Pleasantly, there were no surprises during the special session. We'll share a more detailed session wrap-up later this week, but for now I wanted to get you some high-level details about where things landed.

KEY GMNP BILLS PASSED YESTERDAY

Economic Development
The following key programs received funding in S.F. 17, the Jobs omnibus bill:

Capital Investment
The G.O. bonding bill, H.F. 18, includes the following funding for GMNP programs:
- BDPI - $1.5 million
- TEDI - $1.5 million

Taxes
The final tax bill, H.F. 9, was revised to include non-controversial local tax and TIF provisions. The bill does not include the changes to the State Housing Tax Credit that we advocated for this session and that were included in both omnibus bills. Unfortunately, the tax bill was narrowed to a "bare bones" bill with very few policy provisions included.
