GMNP Update - March 14, 2025

Dear GMNP Members,
Happy Friday! The big news this week was that the special election for the vacant House 40B seat was on Tuesday. Democrat David Gottfried won by almost 40 points, and you can expect that next week the House will begin formal power sharing. As I previewed last week, the 2.0 version of the “missing middle” housing bills were heard in the House and Senate Housing Committees this week. Testimony was heard from advocates supporting the bills and cities sharing practical concerns with the bill’s implementation and feedback about potential unintended consequences. Those bills will now move on to the state and local government committees in the next few weeks, so expect to continue to hear about this legislation.

SIGNIFICANT HAPPENINGS THIS WEEK
|
- House Fraud Prevention and State Agency Oversight Policy Committee – Heard a presentation from Bill Glahn, Policy Fellow at the Center of the American Experiment. Bill and the committee discussed child care licensing issues and the allegations surrounding the CCAP program, and Bill stated during his testimony that he believes CCAP fraud "continues." His major recommendation was to encourage the committee to identify issues across agencies and improve oversight capabilities, and child care businesses were mentioned multiple times.

- Senate Housing and Homelessness Prevention Committee – Heard two bills in the Yes to Homes package, both of which were passed out of committee:
- S.F. 2229 (Port) Minnesota Starter Home Act establishment, limiting the zoning authority of municipalities to certain residential developments.
- S.F. 2286 (Clark) Limiting the zoning authority of municipalities related to certain multifamily and mixed-use developments.
- House Children & Families Committee - Heard H.F. 1916 (West), which would change the reporting, monitoring, and record-keeping requirements for CCAP. Chair West explained that this bill was in response to the KSTP report investigating violations by child care facilities receiving CCAP funds. Among other things, the bill would require DYCF to conduct inspections and establish a video monitoring system for certain child care centers. The bill passed on a voice vote and was sent to the Judiciary committee.

- House Housing Committee – The Committee heard two of the bills that make up this year's Yes to Homes package. Both were referred to the Elections, Finance & Government Operations Committee:
- H.F. 2140 (Kraft) Relating to local government, requiring the creation of mixed-use housing zones.
- H.F. 2018 (Kozlowski) Modifying requirements related to comprehensive plan amendments; limiting the zoning authority of municipalities related to certain multifamily and mixed-use developments.

- Senate Housing & Homelessness Prevention Committee – The Committee heard the remaining bills in the Yes to Homes package, which were sent to the State & Local Government Committee:
- S.F. 2231 (Boldon) Relating to local government, requiring the creation of mixed-use housing zones.
- S.F. 1268 (Fateh) Eliminate minimum parking mandates for residential, commercial, and industrial properties.

- H.F. 1141 (Howard)/S.F. 203 (Port), HIB bonds authorized for $400M. Heard in Senate Housing, laid over.
- H.F. 334 (Johnson)/S.F. 584 (Jasinski), BDPI bill $20M from GO bonds. Heard in Senate Capital Investment, laid over.
- H.F. 948 (Davids)/S.F. 7 (Rest), Adjustments to TIF for redevelopment districts. Heard in Senate Taxes and laid over. Not scheduled for a hearing in the House.
- H.F. 112 (Coulter), Modifying prevailing wage requirements to include TIF under Chapter 469. Not scheduled for hearings.
- H.F. 1965 (Johnson)/S.F. 1521 (Pha), Small Business Assistance Partnerships funding $6.245.
- S.F. 1512 (Putnam), $20M for Workforce Housing Development program. Hearing 2/20 in Senate Housing, laid over.
- H.F. 457 (Harder)/S.F.768 (Mohamed), tax credit for conversion of underutilized buildings. Heard
- S.F. 1832 (Champion), DEED Governor's budget/policy proposals
- H.F. 1383 (Kottyza-Witthuhn), Great Start affordability scholarships
- H.F. 1424 (Hanson, J.)/S.F. 1784 (Maye Quade), Agency children and families bill for DCYF
- H.F. 1499 (Coulter)/S.F. 1232 (Wiklund), Modifying the modernization of family child care regulations
- H.F. 1067 (Dotseth)/S.F. 1906 (Nelson), State Housing Tax Credit Changes so the program works with the workforce housing program
- H.F. 2148 (Agabaje)/S.F. 1913 (Boldon), Creates a Locally Controlled Housing Fund, funding level undetermined
- H.F. 1987 (Igo)/S.F. 2231 (Port), Establishing the Minnesota Starter Home Act. Preempts parking requirements, requires administrative approval process. Sent to State and Local Gov.
- H.F. 2140 (Kraft)/S.F. 2231 (Boldon), Requiring the creation of mixed-use housing zones. Requires four-plexes Sent to State and Local Gov
- H.F. 2018 (Kozlowski)/S.F. 2286 (Clark), Mixed use development housing bill, preempts parking requirements, limits most city restrictions to Building Code, sets building requirements. Sent to State and Local Gov
- H.F. 2013 (Nash), Prohibition on Aesthetic mandates and minimum square footage
