GMNP Update - June 6, 2025

Dear GMNP Members,
It's Friday, and the legislature is putting the finishing touches on a Monday one-day special session to pass the remaining state budget bills. We're expecting hearings on any outstanding bills today and over the weekend in preparation for Monday's special session. You can expect another update from us next week with all the details.
Read on for a brief overview of where key GMNP bills stand now, including the Housing, Jobs, and Tax omnibus bills. We'll continue to keep you updated as the work continues.

Housing Omnibus
The final Housing omnibus bill passed both the House and Senate and has been signed into law by Governor Walz. You can see an overview of what that bill included in the table below. Thank you again to everyone who helped advocate for ongoing investments that support Greater Minnesota's housing needs!

Jobs Omnibus
The language for the Jobs omnibus bill was posted earlier this week. The provisions in the bill are consistent with what we've been tracking in the lead-up to the special session; there have been no surprise. The table below outlines the key items we've been tracking and advocating for as reflected in the final deal:

Tax Omnibus
You can review the posted Tax bill draft, which is a bare-bones bill. I have heard that the bill may be amended to include some of the noncontroversial items that were left out of the posted bill. Along with my other colleagues, I've reached out to leadership and key lawmakers to ask that the revision to the State Housing Tax Credit be put back into the final tax bill. It was supported by the House and Senate, and should meet the "noncontroversial" requirement.
The Tax working group continues to trade offers and work through disagreements. I will continue to track their work and share updates as they inch towards agreement.

Bonding
The agreement for a Monday special session includes a Capital Investment (bonding) bill, but the bill hasn't been posted yet. I'll track that bill and share more details as they are released.
