GMNP UPDATE - 5/16/2025

 

Dear GMNP Members,

 

We're into the last few days of the 2025 regular legislative session, which is constitutionally-mandated to adjourn on May 19. Yesterday, leadership announced spending targets for the omnibus bills. You can find the details here.

 

Not all lawmakers have been pleased with the final agreement. The DFL came out of negotiations funding unemployment for summer school workers, but did not fund healthcare for undocumented Minnesotans, which has led to opposition from some DFL legislators. The next days will determine whether leadership can get their members on board and put up enough votes to pass the major omnibus budget bills. 

 

Read on for updates on key GMNP priority bills and a comparison of the House and Senate versions we've seen so far. With time running out, we expect there to be a special session next week to wrap up a handful of major bills - including the omnibus Tax, HHS, and K-12 budget bills, as well as a potential bonding bill. The scope of those bills means that staff need more time to assemble them for a vote. Expect more details about agreements to be posted throughout the weekend as chairs strike deals.

KEY GMNP BILLS

Housing Omnibus

 

The Housing omnibus conference committee met on May 8 to walk through their respective bills, then adjourned. The final spending target for housing is $15 million in FY26-27 and $3.8 million in FY28-29, which is something of a midpoint between the initial House and Senate targets. Chairs have begun closed-door meetings to work out their differences, so stay tuned as those deals are released today and this weekend. 

Jobs Omnibus

 

The agreement for Jobs dictates $30 million in cuts for FY26-27 and $40 million in cuts for FY28-29. I've been told that they will be permitted to spend up to $25 million from the Workforce Development Account, a special revenue account, which may cushion the blow of the cuts. The chairs began meeting on Thursday evening, but there hasn't been much word of progress on fiscal decisions. The conference committee is meeting this afternoon to continue their work on policy provisions; Rep. Dave Baker (R-Willmar) will hold the gavel. We hope that fiscal decisions will take place over the weekend and that the conferees will come to an agreement before May 19.

Tax Omnibus

 

We expect the Tax omnibus bill to be one of the major bills that will need a special session to wrap up.

  • Jobs Omnibus Conference Committee: Continued walking through policy provisions.

Friday, May 16

  • Jobs Omnibus Conference Committee: The committee met at 1pm and adopted some same and similar policy provisions. There has reportedly been little progress made working towards a fiscal agreement - expect more to come this weekend.
