GMNP UPDATE - 5/20/2025

 

Dear GMNP Members,

 

It's Tuesday and the 2025 regular legislative session has adjourned. However, most of the bills that will comprise the state budget for the next biennium remain unfinished. One piece of good news is that the Housing omnibus bill passed with some modest funding for key programs. The Jobs omnibus bill remains in limbo - primarily because the House GOP continues to push for changes to the Paid Leave program, which has become a major sticking point for all budget deal negotiations.

 

At this point, appointed conferees have been directed by leadership to continue meeting in "working groups" over the next few days to finalize their bills. The expectation is that a special session will be convened either late this week or early next week to pass their final bills. The deadline for budget bills to pass is June 30, the final day of the state fiscal year. Leadership has shared that their goal is to have the budget completed before June 1. Legislative leadership has also threatened to start intervening in negotiations to get deals done, which may help navigate the impasses. We will continue to share updates as key agreements come together.

KEY GMNP BILLS

Housing Omnibus

 

The final Housing omnibus bill has passed both the House and Senate and has been sent to Governor Walz for his signature. 

Jobs Omnibus

 

The Jobs conference committee has been meeting to work through policy provisions and adopt same and similar items. The chairs have also been meeting and trading offers to reach an agreement on spending. The major roadblock is that the GOP chair, Rep. Dave Baker (R-Willmar), continues to push for changes to the Paid Leave program, which are opposed by the DFL. The final spending agreement for Jobs gives them a target of -$30 million for the FY26-27 biennium and -$40 million for FY28-29, but also allows them to spend from the Workforce Development Fund, a special revenue account.

Tax Omnibus

 

Neither body has passed a tax bill, so you can expect that if they can come to a tax agreement it will likely be one of the final bills that comes together.
